The Kelly Hotel Redevelopment Project

ADVERTISEMENT FOR REDEVELOPMENT ASSISTANCE FOR CITY OWNED VACANT PROPERTIES AT 109 N CLARK STREET AND 223 N WILLIAMS STREETThe City of Moberly desires to promote and incentivize downtown redevelopment of city-owned properties in the downtown area. Redevelopment of these vacant/unoccupied properties is a priority and the City will be accepting proposals for renovation on properties located at 109 N Clark Street (Former Kelly Hotel) and 223 N Williams Street (Former Post Office and Court House). Proposals may be submitted to construct infill development or renovation of existing vacant structures that are appropriate for the existing zoning district.

The City realizes that the properties have unique conditions and characteristics and may not be conducive to attract the investment required to make new construction or renovation work feasible. We encourage “outside of the box” thinking as to ways the City could work with the development to make it more feasible. Please include a detailed proposal of each location selected as to the work proposed, estimated end value, a specific time frame for the start and completion, experience with this type of development and specific needs from the City to make it work.

The City will review the proposals and the selection will be weighted based on ROI, proposed value of the structure, timing, experience and past performance.

If selected, the City and submitting party would enter into a formal agreement as to the terms, timing, and responsibilities for the project.

Proposals must be submitted in a sealed envelope marked “Former Kelly Hotel PROPERTY REDEVELOPMENT” and “Former Post Office PROPERTY REDEVELOPMENT” respectively to the City Clerk’s office at 101 West Reed St., Moberly, MO 65270 prior to July 10th, 2017 at 2:00 PM. Proposals may be submitted for either property or both properties.

Any questions should be directed to City Manager’s Office, ext. 2063. The City reserves the right to accept or reject any or all proposals.
