Request for Proposals – Phase 1 CID Feasibility Study (North Morley / Highway 24 Corridor)

The Moberly Area Economic Development Corporation (MAEDC), in coordination with the City of Moberly, Missouri, invites your firm to submit a proposal to conduct a Phase 1 Feasibility Study regarding the potential establishment of a Community Improvement District (CID) along the North Morley Street and Highway 24 business corridor.


The study area includes commercial properties along North Morley Street (from Union Avenue to Highway 24) and along Highway 24 eastward to the City’s eastern corporate limits. This corridor serves as a key commercial area and gateway into the community and is being evaluated for potential infrastructure and beautification improvements, including full burial of overhead utilities and gateway enhancements near the Highway 24 and Highway 63 overpasses.


The purpose of this Phase 1 effort is to provide objective, technical analysis to assist the Moberly City Council in determining whether further consideration of CID formation is warranted. The selected consultant will evaluate potential boundary scenarios, analyze estimated CID sales tax revenues under multiple rate options, develop planning-level cost estimates for utility burial, and provide conceptual cost ranges for gateway and limited streetscape improvements. This study is analytical in scope only and will not include public outreach, CID formation assistance, or engineering design.


Proposals are due no later than April 10, 2026 at 5:00 p.m. (CST) and should be submitted electronically to info@moberly-edc.com. Questions regarding the RFP must be submitted by March 25, 2026, with responses issued via addendum.


MAEDC reserves the right to accept or reject any or all proposals, to waive informalities, and to negotiate scope and fees with the selected firm in the best interest of the community.
